Hawaii Marijuana Seeds for Registered Patient Growers

Hawaii's 329 card holders can grow 10 plants. Year-round sun and short days change the rules.

Quick answerOnly if you're a registered medical cannabis patient or their caregiver. Hawaii has not legalized adult use, but 329 card holders may grow up to 10 plants, mature or immature, at the grow site listed on their card. For everyone else, growing remains illegal.

What Hawaii law says about growing from seed

Hawaii allows home cultivation only inside its medical program. According to the Department of Health, a patient’s adequate supply can’t exceed 10 cannabis plants, whether immature or mature, plus 4 ounces of usable cannabis and products combined at any time.

Where you grow is tied to your registration. Plants may be grown at the patient’s residence, the primary caregiver’s residence, or another site the patient or caregiver owns or controls, and that location has to be stated on the 329 registration card. Every plant needs a tag showing the patient’s registration number and expiration date.

Adults without a card have no legal right to grow. Since January 2020, possessing 3 grams or less has been a civil violation with a $130 fine, but cultivation is still illegal, and NORML lists felony penalties for larger grows. Seeds are useful only to patients and caregivers with a registered grow site.

Hawaii's growing climate: sun, rain and short days

The 2023 USDA map runs from zone 8b near the Big Island summits to 13a on warm coasts, and Honolulu sits in 12b. Frost never reaches populated areas, so plants can grow outdoors all year.

Rain is the big regional split. Hawaii has a dry season from May to October and a wet season from November to April. Leeward coasts can get less than 20 inches of rain a year (Honolulu averages about 16), while windward slopes can top 300. Hilo gets about 120 inches, with more than 27 inches in a typical summer, so mold risk there is high.

Day length is the twist most newcomers miss. Even at the June solstice Honolulu gets only about 13.5 hours of daylight, and winter days drop below 11 hours. Many photoperiod plants start flowering early in that light, which keeps them small unless you add supplemental lighting.

Best seed types for Hawaii patient growers

Hawaii’s famous island landraces were tropical sativas, and that heritage still points the way. Sativa-dominant seeds tolerate heat and humidity, grow airy buds that shed rain, and handle the long flowering periods a frost-free climate allows.

Autoflower seeds solve the short-day problem neatly. They flower on age, not light, so they finish in about 10 to 12 weeks whatever the season, and patients can run several small crops a year within the 10-plant supply. Starting autos in the dry season also keeps flowering away from the November rains.

On wet windward slopes, look for mold-resistant hybrids with open bud structure, and avoid dense, indica-heavy plants that hold moisture. Leeward growers in Kona or West Oahu can push bigger photoperiod plants during the long dry season. If you want flower with little THC, CBD seeds grow the same way and suit the same climate.

Indoor vs outdoor growing in Hawaii

Outdoors, island sunshine is free and frost is never a worry, which makes patient gardens on the leeward side productive. The tradeoffs are pests, which thrive year-round without a winter freeze to knock them back, and early flowering triggered by short days. Netting and regular leaf checks go a very long way.

Indoor growing gives full control of the light schedule and keeps rain and caterpillars away. Electricity in Hawaii is among the most expensive in the country, though, so efficient LEDs matter. Our guide on how to grow marijuana indoors covers the basics.

Hawaii marijuana seed FAQ

Is marijuana legal for adults in Hawaii?

No. Hawaii allows medical cannabis only. Possessing 3 grams or less is decriminalized and carries a $130 civil fine, but buying, selling or growing outside the medical program remains illegal.

How many plants can a Hawaii medical patient grow?

Up to 10 plants, whether immature or mature, plus no more than 4 ounces of usable cannabis at a time. Each plant must be tagged with your registration number and expiration date.

Can I legally buy marijuana seeds in Hawaii?

Registered patients and caregivers use seeds to start their legal gardens. Without a 329 card and a registered grow site, planting those seeds would be illegal cultivation under Hawaii law.

Why do my cannabis plants flower early in Hawaii?

Island days never get very long. With about 13.5 hours of light at the June solstice and less the rest of the year, photoperiod plants often start budding early. Extra night lighting or autoflowers help.

Can a caregiver grow for a patient in Hawaii?

Yes. A designated primary caregiver may grow the patient's plants at the caregiver's residence or another site they control, as long as that location appears on the patient's registration card.

This page is general information, not legal advice. Laws change, so confirm with the official sources linked above before you buy or grow. Federal note: Section 781 of H.R. 5371 changes the federal status of viable seeds from high-THC plants, currently scheduled for December 11, 2026. See /blog/are-marijuana-seeds-legal-in-the-us/.
