Iowa Marijuana Seeds: Where State Law Stands

Iowa's medical cannabidiol program is growing, but home cultivation is still a crime.

Quick answerNo. Iowa only allows a limited medical cannabidiol program, with no flower and no home cultivation. Registered patients buy capped amounts of THC products from licensed dispensaries, and everyone else faces criminal penalties. Growing cannabis from seed is treated as manufacturing, a felony.

What Iowa law says about growing from seed

Iowa’s Medical Cannabidiol Act, expanded several times since 2014, allows registered patients to buy manufactured products from a small number of licensed dispensaries. The program, run by the Iowa Department of Health and Human Services, does not sell raw flower, does not allow smoking and does not allow home cultivation, as MPP summarizes.

Since 2020, patients have been limited to buying 4.5 grams of total THC every 90 days instead of facing a percentage cap on each product, with waivers available in some cases. Products come in manufactured forms such as capsules, tinctures, topicals and inhaled forms.

Outside the program, cannabis is illegal. NORML reports that possession of any amount is a misdemeanor on a first offense, punishable by up to 6 months in jail and a $1,000 fine. Cultivation is prosecuted as manufacturing, a felony, so germinating cannabis seeds in Iowa is illegal.

What this means for Iowa residents

The program is slowly getting bigger. In June 2026, Gov. Kim Reynolds signed House File 990, which NORML reports doubles the number of licensed cannabidiol dispensaries from five to ten and gives out-of-state residents a path to state-authorized products. Nearly 20,000 Iowans are registered in the program, which began sales in 2018.

What hasn’t changed matters more for growers. HF 990 keeps the 4.5-gram THC limit, adds no flower and creates no home grow right. A proposed 2026 rule would also remove the Iowa residency requirement for registration, but check the current rules before relying on it, since proposals can change before adoption.

Every adult-use market near Iowa lies across the state line, in Illinois, Minnesota or Missouri. Bringing cannabis or plants back into Iowa remains illegal possession. Iowa has no citizen initiative process, so any broader change would have to come from the Legislature.

Iowa's climate, for the record

Iowa State University Extension notes that nearly all of Iowa now falls in USDA zone 5, with 5a across the north and 5b across the south, small 4b pockets in the northeast and 6a pockets in the southeast and southwest. Des Moines sits in zone 5b, with a median last frost of April 18 and a first fall frost around October 20, about 184 frost-free days. Mason City in the north gets about 150.

Summers bring humid Gulf air and about 14 inches of rain in central Iowa. Des Moines averages about 80% relative humidity on summer mornings. Fall is drier, and the southeast gets about 38 inches of precipitation a year, compared with 26 in the northwest.

Severe weather is the real wild card for any outdoor crop. The August 2020 derecho brought winds over 100 mph, and hail, tornadoes, floods and droughts all appear in the record.

Storing and collecting seeds legally in Iowa

With cultivation prosecuted as a felony and no home grow even for patients, viable cannabis seeds have no lawful planting use in Iowa. If you’re moving to Illinois, Minnesota or Missouri, buy seeds after the move rather than carrying them across state lines. Our guide on whether marijuana seeds are legal in the US covers the federal Section 781 change set for December 11, 2026.

Where possession is permitted, Iowa’s swings from humid summers to frigid winters argue for a stable spot. Seal seeds in an airtight container with a desiccant pack and keep it in the dark at 40°F to 50°F. Avoid unheated garages and porches, where big temperature swings and condensation shorten seed life.

Mark each container with the strain and date, and open it as rarely as possible so humid summer air stays out. Our seed storage guide explains how long seeds stay viable.
